I use a JD2 bender with an air over hydro conversion, been using it for years and it works well. The bender is the cheap part of the equasion with benders, dies can add up in a hurry. It is real easy to get over a grand in dies for just the basic sizes.

I use a JD2 notcher as well. I forget what they call it but it is a horizontal notcher that you use a hand drill (use a big one) rather than the drill press style. It is easier to use and you don't tie up the drill press.

Pro tools bender and HSN500 notcher, with a swag air over hydro kit on the bender is going to be about as affordable as you get with decent quality.
