22re timing problem

My 85 4runner. Is slowly getting there. Fixing every little thing is time consuming. Now I am trying to set the timing. I just adjusted the tps. Now When I jumper it, the idle doesn't drop/rise.

What should I look at?

It may not change when you jumper it - all you are doing is ensuring it is at and stays at base timing.
