Prescott National Forest Extends Office Hours to Release the Motor
Vehicle Use Map (MVUM)

PRESCOTT, AZ, September 22, 2009 - Prescott National Forest will
release its Motor Vehicle Use Map (MVUM) for the Forest on September
29, 2009 as part of the National 2005 Travel Management Rule for
National Forests. The public is invited to pick up a copy of the MVUM
and ask questions on Tuesday, September 29, from 4:00 pm until 7:00 pm
at the Chino Valley Ranger District, Verde Ranger District and the
Bradshaw Ranger District. For the communities of Mayer, Spring Valley,
Cordes Junction, Cherry, and Black Canyon City, the Verde Ranger
District will be at the Mayer Fire Department located at 11975 South
Highway 69 on Wednesday, September 30, from 4:00 pm until 7:00 pm.

The MUVM displays National Forest System routes (roads and trails) or
areas that are authorized and open to motorized travel. The MVUM also
displays ‘allowed uses’ by vehicle class. Any on-the-ground routes not
shown on the MVUM and any areas not designated as open on the MVUM are
closed to public motor vehicle travel. It will be the public’s
responsibility to consult the MVUM so that they know that they are
staying on open (designated) routes for motor vehicle travel.

The MUVM is a black-and-white map with no topographic features which
will be updated annually to correct mapping errors or discrepancies
and update motorized travel decisions if necessary. The MVUM is
available free to the public at any Prescott National Forest Office
and on the Forest website.

Now let's see. We have a map with no topo features which will serve as a guide for where we can travel in our national forest. And it will be updated annually, no doubt like the official FS map, to remove more roads from public access.

Where do I start with this one?

Let's put aside the RS 2477 consideration because if the PNF merely closes a road to vehicular access but not to pedestrian access they can claim it is still open under RS 2477. However, with no one to maintain these trails and no vehicular access (including quads and dirt bikes) nature will slowly do the closure work for the FS.

Years ago when I was fighting with Ernie Del Rio and then-PNF Supervisor Mike King, I was told that the FS considers ANY road that is UNSIGNED as CLOSED!!

Do you get the implication of that statement? Such a policy would cover about 60% of the roads in the PNF. The further one ventures from Prescott, the more roads would be closed because we know the PNF Rangers don't even know the location of most of their roads and trails. And they are certainly in no hurry to leave their comfy office to go out and pound carsonite signs into the dirt.

I would love to know the process the PNF used to determine which roads should remain open and closed. I would question the status of FR 9268 from FR 89 to FR 259B at the DeSoto. After all, that road has NEVER appeared on any FS map! Also, FR 89 was downgraded years ago to a "trail," meaning no vehicular access, in the section from Tuscumbia Summit to Battle Flat. They may even consider FR 89 closed from FR 259 since it runs over "private property" and the PNF has no easement (I don't have the time to demolish that b.s. argument).

This one little press release has more impact than any seen in years.

Of course it would be a waste of time to engage in any communication with either D. Maneely or Forest Supervisor Alan Quan since they think the 1.25 million acres comprising the PNF belongs to "them" and not we the people.

I (We all) feel your frustration. It seems that even land use meetings are dictated into a direction that suits the facilitators needs. All we can do is fight for what we have until it all goes away. Thanks for the info nonetheless.
