Emissions Equipment Ticking

Over time I've noticed that the emissions equipment in the upper right side under the hood are ticking loudly. I ran it by a master tech at my local toyota dealership and he said it was normal. It seems abnormal to me. His knowlege in toyota mechanics exceeds mine by far but...I can't help question if he's right. I never heard that ticking sound when I was next to other Tacoma owners trucks(yes they were running). So, what makes my truck any different?

Any ideas?

The "ticking" is from the duty cycle running the purge valve, for the charcoal canister.

It will only run under certain conditions (driving or extended periods at idle with a warm engine)

It is normal, but may not run every time.
