How many bolts have you got per side?
My hitch is the style that bolts to the bottom of the bumper at two points and to the frame with two bolts on each side. I tried flipping it moving it forward and drilling two additional bolt holes after a body lift last year, ended up bending the frame rails the first time I towed. Now I have it shortened 3" on the sides and added an extra brace on the inside that attaches farther up the frame rails.

Good trick for a few inches of clearance. You gonna mod the bumper to fit back on?
