While doing research for a speach, this was found:

Just keeping everyone on their toes and hoping people will take action!

I do know that the State of Texas receives federal grant money, and along with state grant money has approved two grant applications from Texas Motorized Trails Coalition (a non-profit organization - www.texasmotorizedtrails.com). One such grant allowed for the establishment and operation of Barnwell Mountain Recreation Area, a 1500 acre park, and the other grant was recently approved to open and operate a new, 3000-5000 acre OHV park in Southwest Texas. I don't know if part of the federal grant money is from the links you provided, but just thought I'd let you know what Texas has started doing.
