Steering rack boot problems

Passenger side steering rack boot. Clamp is broken and the boot is warn from this nut. Why is this nut so close, to the point where I can't even slip the boot back on? I mean I was going to get a new clamp but I can't even slide the boot back up in the right place since that nut and stud are in the way.

That bolt is on backwards. Easier to install that way, but this is the reason it cannot be installed in reverse. Whoever serviced your suspension last time tried to cheat on the reassembly.
