Wheel locked up

I used my Taco to jump a front wheel drive civic that's been sitting a while (see, it's a TTORA relevant question!). A rear wheel on the civic is frozen, but just the one so probably not the parking brake. I'm betting on a rusted rotor/pad.
It happens on my truck after creek crossings followed by parking for the night and 4-low un-pops it but this little civic just drags the locked wheel/tire. Any ideas on how to un-lock this thing?
I almost want to try wrapping a tow strap around the tire and giving it a yank with the truck.

Tried punching it forward and back a few times but I didn't want to go nuts yet, it's supposed to be sold as is. Front wheel drive and that rear wheel has so little weight or tire contact that driving doesn't put much force on it. How much would a shot of PB blast on the rotor/pad damage the pad do you think?

If its that bad, it might be a bearing. Pop the wheel off and try to free up the pads.
