Thats a great idea.... I too have 6 (15') (1600 lb) tie downs back there that i spent over $50 on and my trailer hitch... Im going to do that this weekend 
05 bed storage lock
Here is a variation of the bed storage lock, I took out the latches and installed cabinet locks into that same location. The holes were not quite 3/4" so had to ream it out a bit. Works great and you don't have to cut any new slots for the latch either. I bought the locks from Ace Hardware, all keyed the same.
