Welcome to the pre-TSB leaf spring owners club (PTLSOC).
The first batch of Tacomas from 95-96 were built with a three leaf pack. A TSB issued in 1996 corrected this issue. However, very few trucks actually got the service done. The TSB was good for vehicles not more then 5yr/60k mile.
At this point, the best thing to do is order a new set of springs. You can also rebuild your springs or swap in a set from a 98+ Tacoma (about 5" longer, requires welding and fab work).
Mine are like yours, but I got a shackle and an AAL on them and they still hold up. I'd like to get new ones, but thats not in my budget currently.
