Absolutely. The validity is that you make someone rich. What happens to the fuel once it's injected? Vaporization, molecular scattering. The more blended with air the better, ie: random is good. If you want to improve fuel economy kick your passenger out, lose a few pounds, get rid of your AC and radio, throw out the rear bench...

No. Quit looking for a magical snake oil cure because there really is none. The only purpose for that kind of shit is to get your money. Spend your money on some books and tools instead. There is no more power or mileage available by just delivering more fuel alone there has to be more oxygen available to burn the fuel. The VE (volumetric efficiency) of the engine is pretty much limited to what it is unless you do something to force more air and fuel mixture into the combustion chamber and or increase the flow of air and fuel as well as exhaust gasses.

Placing a "special" magnet inline with the fuel line on your vehicle evens out the polarity of the fuel molecules thus providing more efficient fuel delivery.
Hell yea, at that price you should get a bunch and add them inline of each other for greater effect. On top of that add a tornado fuel saver and your golden.
