Does the radiator suction out radiator fluid from the overflow tank or is it like the name says an overflow tank? I'm going to flush my radiator just wondering if I should add some cleaner to the overflow tank too.

yes the radiator can suck fluid from the overflow tank, unless it's full of crud or dirty i don't see any need to add cleaner to the tank just disconnect the hose and drain it.
