On the passengers side seat.... when you flip it up it slides forward. Then to put it back, you need to push the back piece back and slide the whole seat back till it locks. Now I have a toddler in a child seat in the back. When I have to put the seat back it just about squishes his feet till I can move it forward again. Now my question is.... is there a way to have the base of the seat lock without having to slide it back and just flip the back protion back?

There is!

If you pull off the plastic side of the base, you'll find a cable that wraps around the hinge and goes to the mechanism that locks the seat frame to the slider bars. if you disconnect that it will work just like the driver's seat and not slide forward or back when you flip the back of the seat forward with the lever on the side. I found this out the hard way when mine snapped. so if you decide to pull yours out, I'll gladly take it off your hands.
hope that makes sense.

Try this. Before you slide it back, stand the upper portion of the seat all the way up till it locks, while holding the lower part from sliding back. The upper part should lock. Now slowly push the complete seat back and it should lock in the first slot(the most forward position).

Most people push it all the way back, the lock the upper part and now have to slide it forward again using the front lever.
