Tried the seatbelt retractor fix and it did not work. Suggestions?

I tried tightening up the seatbelt retractor like this: http://www.4x4wire.com/toyota/minutemods/seatbelt/

But I could only get a retractor spring a little tighter, now it is all the way compressed as far as it can go and the seatbelt is the same.

and I don't know what other options I have other than try washing the seatbelt or buying a new seatbelt retractor from a wrecking yard.
