truck wont idle cold

i have a 98 2.7L. i cleaned my iacv and now the truck wont idle cold. you have to rev it to 1500 rpm for about 15 sec then it will idle at 500 rpm and when warm it idles at 750 rpm. could my thermostat be stuck open?
